As a leader in state government finance, Joe is excited to discuss the fiscal strategies and challenges state and local governments face in preserving historic assets. As Rhode Island’s State Budget Officer, Joe oversees the state’s $14 billion operating budget and also manages capital funds and debt financing. As an advisor to the Governor on fiscal matters, he translates the Governor’s policy direction into actionable budget plans, and provides testimony to the state legislature on fiscal issues. Joe holds a Master in Public Affairs from the Public Policy program at Brown University, completed an undergraduate degree at Princeton University, and brings prior career experience as a high school social studies teacher in Connecticut.
